Doc. Ing. Zdeněk Lokaj, Ph.D., LL.M. is a recognized expert in information and communication technologies and systems, especially in the field of transport and industry with an overlap into cyber security issues. 

He graduated from the Faculty of Transportation of the Czech Technical University in Prague in the field of automation in transport and communications, where he subsequently defended his doctorate in engineering informatics in transport and communications in 2011. In 2015 he was appointed Associate Professor in Engineering Informatics. He continues to lecture regularly at the Faculty of Transportation of the CTU in Prague and leads research projects in the newly built professional laboratory. He is also a graduate of Information and Communication Technology Law at the Faculty of Law of Masaryk University, where he dealt, among other things, with the legal regulation of transport systems, including autonomous mobility, the phenomenon of vendor lock-in and cyber security law. Je také absolventem studijního oboru Právo informačních a komunikačních technologií na Právnické fakultě Masarykovy univerzity, kde se mj. zabýval problematikou právní regulace dopravních systémů včetně autonomní mobility, fenoménu vendor lock-in a právem kybernetické bezpečnosti. 

He started his career as a student at radio stations, where you could regularly hear him on the airwaves of regional stations and on Czech Radio 1 Radiožurnál. After graduating in engineering, he worked in the consulting division of the consulting company Accenture, where he focused on information systems for the transport sector and participated in projects of major transport systems (e.g. electronic toll system). Subsequently, he worked as a delivery manager at Microsoft, where he was responsible for delivering services to customers in the manufacturing, retail and energy sectors. In 2009 he returned to academia where he leads research and development projects in the field of transport telematics, electronic identification and road transport systems, especially cooperative systems with emphasis on cyber security and regulatory compliance. 

He is a member of the presidium of the Association for Transport Telematics, z.s., an expert advisor and a regular lecturer at Czech and international conferences and professional events. He is the author of more than 80 professional publications and an opponent of national and international research and commercial projects. He is a frequent commentator on professional transport and technology topics in the media.
